In a unique start to his ruling against President Donald Trump’s administration on September 30, U.S. District Court Judge William Young included a scanned handwritten note sent to his office. The note read: “Trump has pardons and tanks – what do you have?” At the top of Young’s opinion in AAUP v. Rubio, which ruled that Trump’s effort to deport foreign-born student protesters was unconstitutional.

The latest update from the Armed Conflict Location & Event Data Project (ACLED) shows that major conflicts continue in several regions despite diplomatic efforts. Here are five places where the deadliest conflicts persist:

**Ukraine**
In 2024, Russian drone strikes on Kyiv doubled compared to the previous year, with further escalation in early 2025. About a third of these attacks caused civilian casualties, but those in 2025 have been particularly lethal, killing over 100 people—more than twice the annual toll from 2022 to 2024.

The United Nations documented numerous atrocities in Ukraine, including killings of civilians, strikes on hospitals and other protected sites, executions and torture of prisoners of war, exploitation of children for sabotage, and rights abuses in Russian-occupied territories like forced citizenship, denial of services, and property seizures.

**Gaza and the West Bank**
In July 2025, Gaza experienced its highest civilian death toll since early 2024, largely due to increasing Israeli strikes but also linked to aid distribution incidents. Over a quarter of these deaths—nearly 700—occurred near sites supported by U.S.- and Israel-backed organizations.

The ongoing conflict has displaced thousands in the region, exacerbated by the collapse of a U.S.-brokered ceasefire after negotiations broke down. Since the October 2023 Hamas attack, over 60,000 people have been killed according to local health ministry figures.

**Sudan**
Sudan’s conflict has killed tens of thousands and displaced over 12 million, creating one of the world’s largest humanitarian crises. Famine and attacks on health facilities have left millions without basic aid. The United Nations Security Council is deeply concerned about the impact of the conflict, including attacks on humanitarian operations and reports of widespread sexual violence by militias.

**Myanmar**
State repression incidents in Myanmar reached a peak in 2024, according to ACLED data. Despite a ceasefire announced in April, the military has continued its violent actions since the 2021 coup.

**Syria**
The civil war-torn country faces repeated outbreaks of violence, highlighting the fragility of its transitional period following the ouster of Bashar Assad by rebels. The U.S. has supported Syria’s new president and reconstruction plan by agreeing to lift sanctions.

Deadly sectarian and retaliatory clashes between militias and government troops have erupted across Syria, particularly in coastal and southern regions. Israel has carried out repeated airstrikes in these areas, aiming to prevent military threats near the capital.
