Abrego Garcia returned to Baltimore after being released from criminal detention in Tennessee and was quickly surrounded by supporters upon his arrival at the ICE office. U.S. officials have offered to deport him to Costa Rica if he pleads guilty to transporting migrants living illegally in the U.S., according to his lawyers.

Abrego Garcia is a sheetmetal worker in suburban Washington, D.C., and became the face of Trump’s controversial deportation tactics after entering the country illegally around 2012 as a teenager. Immigration officials cited credible fears of persecution by gangs in El Salvador when refusing to release him back to his home country.
