President Trump has unveiled an action plan to bolster America’s leadership in artificial intelligence (AI) technology. This plan encompasses three main areas: accelerating innovation, building domestic infrastructure, and safeguarding American AI solutions from replacement.

The US is currently at the forefront of AI development, leading in both hardware technologies like NVIDIA’s GPUs and software advancements such as large language models (LLMs) from OpenAI. To maintain this position, Trump’s administration has announced an “Accelerating AI Innovation” initiative under the first foundational pillar. This involves reducing regulatory barriers to foster a more conducive environment for private-sector investment in America’s AI industry.

Another key step is promoting open-sourced AI models, which are crucial for startups and businesses handling sensitive data. Inspired by China’s open-source AI wave, the US aims to establish these models as global standards with significant geostrategic value. The Trump administration will support AI startups through providing necessary computing resources to develop their own open-source models.

The second pillar focuses on building robust American AI infrastructure, including data centers and large-scale AI clusters. This involves reforming environmental permitting processes under the Clean Air Act and Clean Water Act to ensure that America’s tech stack dominates in US-built data centers. The government plans to simplify regulations, expedite infrastructure development, and create an ecosystem free from regulatory hindrances.

This will be done through leveraging positions in international diplomatic bodies to create frameworks that prevent standards enabling authoritarian control.

To regulate AI chip flow and ensure “legal users” are utilizing these technologies, Trump’s administration plans to integrate location verification features on advanced AI compute and enhance end-use monitoring in high-risk countries via the Bureau of Industry and Security (BIS).

In summary, President Trump’s AI action plan addresses both domestic needs and international concerns. While more comprehensive than discussed here, it clearly aims to secure America’s position in the rapidly evolving AI landscape. The blueprint outlined shows a clear intent for American dominance moving forward.
